About the Paper Application for the High School Enrollment Support Fund
A guide for those applying on paper for the FY 2026 (April 2026 – March 2027) High School Enrollment Support Fund.
To have your high school tuition waived, an application is required.
Following this guide, please submit your application to the school office by __ / __.

Eligible Students
Students enrolled in a high school or equivalent institution who have a residence in Japan and meet either 1 or one of 2 – 5※
Those who hold Japanese nationality
Those who do not hold Japanese nationality but meet the following (see P3 for examples)
Special Permanent Residents
Permanent Residents, Spouses of Japanese Nationals, Spouses of Permanent Residents
Long-term Residents (those recognized as having the intention to permanently reside in the future)
Family Stay (those who graduated from a Japanese elementary and junior high school and are recognized as having the intention to work and settle in Japan after graduating from high school)
How to Receive Support
Please apply for the High School Enrollment Support Fund at the school office of the school you attend.

Attach the following documents (glue to the attachment sheet) to Form 1-1 "Application for Certification of Eligibility for the High School Enrollment Support Fund" (current students already certified for the support fund should use Form 1-2 "Application for Confirmation of Eligibility for the High School Enrollment Support Fund") and submit to the school office.

Enrollment Support Fund Review
Based on the submitted documents, the Prefectural Board of Education will review eligibility.

Enrollment Support Fund Granted
Falls under "Eligible Students"
Does not fall under "Eligible Students" but household income is below approx. ¥9.1 million
The funds are not paid directly to you. Instead, the school applies them to the tuition receivable, so no tuition payment is required.
Enrollment Support Fund Not Granted
Does not fall under "Eligible Students" and household income is approx. ¥9.1 million or more
Does not fall under "Eligible Students"
You are not eligible for the Enrollment Support Fund. However, depending on income requirements, another support program may be available (see below).
Review Result Notification
The review result will be notified by mail.

Among Long-term Residents, those recognized as having the intention to permanently reside in the future are eligible for support.
Family Stay
- Examples
- Children supported by those residing on Professor, Artist, or similar residence statuses
- Residence Period
- A period individually designated by the Minister of Justice (within 5 years)
Among Family Stay residents, those who graduated from a Japanese elementary and junior high school and are recognized as having the intention to work and settle in Japan after graduating from high school are eligible for support.
Not Eligible
Not covered by the new support system
Those residing under the following statuses

Application Method
For students who need to submit an income status report as part of the review, or for students who are not granted the Enrollment Support Fund, a notice will be distributed at a later date. Please submit the required documents by the deadline.
